In Australia, the director of policy at the Australian Taxpayers Alliance was recently published in The Spectator for arguing that plain packaging for cigarettes is government fraud and a complete failure. Using data from Chile, France, the U.S., U.K. and Ireland, his three best points were:
* Convenience stores report that the only significant change in customer behavior is that they now just ask for the cheapest available, instead of seeking a specific brand. This just hurts cigarette companies who lose by destroying brand power and customer loyalty, but does little to stop smoking.
* An international accounting firm did a survey and found that consumption of illicit (illegal) tobacco grew from 11.5 percent to 14 percent since plain packaging laws went into effect, taking almost $2 billion in tax revenue.
* It hurts Intellectual Property rights and sets a poor precedent for other industries
